My download speed used to be MUCH higher but one day it suddenly went down and now its only.12 mbps, my ping is absolutely fine and my upload speed is affected but not by much, it was only affected by like.2 mbps but none the less its affected. For a more specific date i was using the internet completely fine on the 15th of august 2011. Support My download speed is absolutely fine, but my upload speed is close to zero for no discernible reason. I'm getting the same thing on my tablet, great download, extremely slow upload. As usual, I'm getting the run around from the 'Analysts.' They've tried resetting my connection on their end, having me power cycle the. If I start in safe mode with netorking, I get download and upload speeds of 25-30, my contracted speeds.

The past couple months, I have been having very slow upload speeds (anywhere between 100 Kbps to 2 Mbps) that are intermittent. There doesn't seem to be any specific time that these occur. When this is happening, my download speed stays high. I am currently paying for 100 Mbps download and 10 Mbps upload. Jun 17, 2018 - My download speeds are a lot better, 600-800 mb/s range and my upload was 500-600 mb/s at the time the modem was swapped out, but not.
Slow Upload speeds, Download speeds fine
I have a 250Mbps/20Mbps plan, and recently started attempting to stream to Twitch.tv. Upon doing so, I found that I had a very unstable upload speed, causing me to have to lower the bitrate to maintain a stable stream to unwatchable levels (sub 1k bitrate). I'm getting an upload speed average ranging from 4-12Mbps on various speed test websites, including Xfinity's website, though during the test the speed fluctuates heavily between 2-30Mbps. I've had service at this location for over a year now, however have never put a significant demand on my upstream bandwidth so am unsure if this is a longstanding issue or not. It doesn't appear to present itself during other less demanding activities, including online gaming. Download speeds appear unaffected by this issue, as I am easily getting 280-300Mbps down on any test I run (well above expectations).
I first chatted with Comcast support online Sunday. They ran through the basic troubleshooting, and eventually directed me to call in for advanced support. Advanced support tried some changes remotely, though they weren't willing to explain what they were attempting, and after 30-45 minutes and multiple reboots we had managed to up the average speed about 1.5Mbps, though the fluctuation was still readily apparent during the tests, and the average was still woefully below what my plan should provide.
Speed Test
Once I had verified the issue remained we set up a technician visit, which occurred Tuesday. The technician arrived and checked the connections and signal, as well as the lines outside, and verified that everything looked good there. He swapped my modem to a newer model meant to be used for the higher performance plans (his words), which is what I am currently using, a Technicolor CGM4140COM. We ran tests again, and the results were nearly identical. We left it as there is a possibility that the wiring inside the building (this is an apartment complex) may be lower quality, causing the limitation, and they would need to set up a visit through the building manager to complete that rewire. I have yet to hear anything one way or another on if/how that is progressing.
Last night rolls around, and I decide to attempt some further troubleshooting on my own as I saw many threads here and elsewhere of people being able to get this resolved without it being a physical connection/media issue. I checked what signal levels I could on the modem directly and they all appeared within acceptable ranges per the internet checklist post. I also attempted replacing my ethernet cable and coax cable with brand new ones, as I am only running a wired connection directly to the modem with a single computer currently. I updated the drivers on both of my Ethernet adapters, and have tried with both as my motherboard has 2. I rebooted the modem once more for good measure, tested again, and now I am getting even slower uploads (2-8Mbps avg, still wildly fluctuating) while download remains the same. For good measure, I have also attempted through WiFi on my phone, and both WiFi and wired on my work laptop to be as sure as possible that it isn't some issue with my desktop computer's configuration, and the issue persists on them as well.
I called Comcast support again, but unfortunately it was late enough that I could not get to advanced support and aside from doing basic reboots, they were not able to assist and simply jumped straight to sending a tech out again, which is now scheduled for Sunday morning. I would ideally not like to waste another tech's and my own time chasing this around, if it can be resolved remotely. Any assistance would be greatly appreciated.

Ended up having the second tech visit last weekend after speaking with /u/ccJohnf and had them perform some more on site testing. Was able to rule out any of the internal wiring in the building which the original tech was wanting to put the blame on. Eventually they determined there was an issue in the immediate area causing some severe noise for upload, and they had to put in a maintenance ticket for the outside cable crew. By sometime Tuesday they had resolved that issue, and upon testing last night I am getting the expected speedtest results at 22-25Mbps up, and was able to stream successfully at 3500 bitrate with 0 dropped frames for 2 hours.
